EPR (E-WASTE MANAGEMENT) CERTIFICATE
Introduction
EPR is for extended manufacturer responsibility. This is a registration for the Indian manufacturer / importer of e-waste management materials. EPR authorization is issued by the Central Pollution Control Board (CPCB) under the MoEFCC, Government of India. With the authorization of EPR, the manufacturer / importer of electronic and electrical goods has been given the responsibility of monitoring the e-waste of products at the end of their life time.
How to get EPR authorization?
Manufacturers / importers of electronic and electrical goods must provide documentary evidence of the e-waste management program and arrangement with the recycling agency.

Mandatory Product List
There are 2 major products categories which requires EPR Authorization. The complete list of mandatory products is as below:
Required Documents
- Address proof documents
Copy of GST document showing address of manufacturing unit.
Copy of certificate / document – - Registrar of Companies, or
Directorate of Industries, or
Municipal corporation / local body, or
Import Export Code Letter.
Product details including model number and production / import history - Description of electrical and electronic equipment kept on the market-year during the last 10 years (volume, number and weight etc.).
Valid bis license - Copy of ISI mark or BIS registration number certificate if applicable.
CPCB Certification Documents - Copy of pan
- RoHS Deduction
- Reduced compliance with hazardous substances (RoHS), such as –
- Self-declaration of RoHS provision that electrical and electronic equipment placed on the market complies with RoHS specified limits, or
- Technical documents (ie supplier declarations, material analytical reports) as evidence that RoHS provisions are compiled by the product based on EU standard
- EN 50581, or
- RoHS certificate
- Name of the authorized person (signatory), full address with e-mail, telephone number, copy of Aadhaar card etc.
- KYC of the manufacturer / importer company (eg phone number, e-mail address, website information, etc.)
- List of all offices
- E-Product Description (Product Name, Brand Name, Model Number, Volume, etc.)
- Awareness plan, implementation methodology and budget for EPR and allied initiatives
- Transport of flowchart and recycling for collection of e-waste
- Estimated generation of e-waste item-wise and projected collection targets for the coming year, including those generated from their service centers
- Copies of the agreement from dealers, collection centers, recyclers, treatment, storage and disposal facilities etc.

Validity and Renewal
EPR Authorization is valid for 5 years and it can be renewed subsequently. Few documents and fees will be needed to get renewal.
Registration Process
Process of EPR Authorization is divided into following steps:
- Step-1: Application with required enclosures
- Step-2: Review of Application by CPCB
- Step-3: Submission of additional information, if required by CPCB
- Step-4: Grant of Certificate by CPCB

Post CPCB Approval
Please note the following:
The CPCB, after the grant of EPR authority, will forward the EPR scheme to the concerned State Pollution Control Board for monitoring.
The concerned State Pollution Control Board will monitor compliance with the EPR authority and the plan submitted, if any takes cognizance of non-compliance and will notify CPCB to take action if necessary.
The CPCB may also conduct random checks.
The EPR authorized entity is required to maintain the necessary records related to e-waste management and to file annual returns.
CPCB will conduct random sampling of electrical and electronic equipment placed on the market and verify compliance with RoHS provisions in accordance with its guidelines and the cost of sampling and testing will be borne by the EPR authorized organization.
